Bipartisan Support For FSA Rule Changes
Some In Congress Aim to Change OTC Rule And
Use-It-Or-Lose-It
|

Sponsored by Sens. Ben Nelson (D-Ne) and Pat Roberts (R-Ks) and
Reps. Lynn Jenkins (R-Ks) and Shelley Berkley (D-Nv),
legislation was recently introduced to repeal a portion of the
National Health Care Reform Law (specifically Section 9003 of the
Affordable Care Act (ACA)). The current rule prohibits FSA Account
holders from purchasing over-the-counter (OTC) medications without a
doctor's prescription. This portion of the law went into effect on
January 1, 2011.
Also
submitted was Medical Flexible Spending Account Improvement Act, S.
1404, a bill that would allow Medical FSA participants to pay taxes
on and withdraw unused funds from their account at the end of the
plan year. This would replace the current use-it-or-lose-it rule.
This Act is being sponsored by Sens. Ben Cardin (D-Md) and Mike Enzi (R-Wy).
Although the outlook for these legislative bills is still uncertain,
they are just two of a handful of bills that have received bipartisan
support for eliminating restrictive FSA rules.

New FSA Mileage Rates as of July 1st

The FSA mileage reimbursement
rate has been increased by the IRS as of July 1, 2011. The new
automobile-mileage deduction rate, for transportation to obtain
medical care or as part of deductible moving expenses, will increase
to 23.5 cents per mile, up from 19.5 cents for the first six months
of 2011.

Reconciling your Medical, Dental
and Vision list bills on a regular basis is an important step you should
take to ensure your carrier payments are being made accurately;
ignoring this review process may be detrimental to your bottom line.
As a reminder, all final responsibilities and final authority for
Group Health Plans are retained by the Employer. Crosby's monthly
reporting is provided to clients to assist with the following
Employer responsibilities:

Making required payments under
the Group Health Plan(s).
♦ Reconciliation of carrier invoices.
♦
Coordination between Group Health
Plan carrier(s) and participants regarding verification of dependent
and/or student status and the communication of any changes to Crosby.
Crosby can assist with ongoing List Bill Reconciliation as an
"add on" service to our billing account administration.

New User Interface and Features Implemented For Easier
Use

As a reminder, the new design of our
Reimbursement Portal was rolled out successfully over the weekend of
June 25-26. The improved user interface and features, based on user
feedback, are targeted to improve functionality and usability. Some
of the key changes include a new color scheme and workflow design,
grouped user links (e.g. Enter New Claim, Enter Help Tickets and
Order Debit Card, if applicable) and a combined "Manage Claims
and Card Transactions" link.
Don't forget
to help us promote our Go Green! Please help us promote our
E-Communications and Direct Deposit programs for Reimbursement
Account holders. Enrollees benefit by receiving many communications
via email and will receive reimbursement payments faster with Direct
Deposit (instead of waiting for a mailed check). Participants may
sign up via MyCrosbyBenefits.com.
