This issue of the Crosby Connection newsletter discusses the highlights of the Massachusetts Health Connector’s latest bulletin related to plan document requirements, an alternative to submitting your enrollment information during Open Enrollment, a chance for Massachusetts manufacturers to earn grant money and details about an organization created to administer Inventory Information Approval Systems.

Massachusetts Health Care Update On September 5, 2007, the Commonwealth Connector released Administrative Information Bulletin 03-07 providing guidance that 1) changes the cafeteria plan automatic filing requirement for 151F employer groups 2) further outlines rules related to Section 125 employee exclusions and 3) further details the definition of an independent contractor. Effective September 1, 2007, plan sponsors are no longer required to automatically file their Section 125 Cafeteria Plan with the Commonwealth Connector. However, at the Connector’s request, covered employers must submit their plan documents within seven business days. For those employers who make health coverage available to non-excludable employees (i.e. employees under age 18, temporary and part time employees, etc.), no changes have been made to the filing requirement as plan documents must be submitted to the Connector within seven business days of their request. Send Enrollment Files Electronically As we get closer to your Open Enrollment, we would like to encourage our clients to submit enrollment information in an electronic format via our secure FTP site rather than sending paper forms by way of the US Postal Service. Providing us with this information electronically will help ensure that your enrollment data is transferred both securely and efficiently during this renewal period. Consulting Dollars Available For MA Manufacturers SBANE (The Smaller Business Association of New England) has announced that it has again been appropriated funds from the Massachusetts Legislature to award small to medium-sized manufacturers grant money to help them cope with a competitive global economy. This program, entitled "Layoff Aversion Through Management Assistance," provides manufacturers with a $2,000-$10,000 grant through a matching fund component, where the recipient matches the contribution on a dollar-for-dollar basis. This money can be used to pay for consulting services in an area of expertise intended to help manufacturers prevent staff cuts, support a change in strategy or to simply help them stay competitive. Last year, the program was funded with $250,000 and this year it has been funded with $100,000. SBANE is also working on getting a provision for the remaining $150,000. Flex Debit Card IIAS Update Crosby will continue to keep you apprised of the developments surrounding Inventory Information Approval Systems (IIAS) and the impact they will have on the Crosby Flex Debit Cards. As described in last month’s Crosby Connection newsletter, IIAS are systems designed to be used at merchant locations to track items as FSA or non-FSA eligible items, thus automatically substantiating purchases of FSA approved items at the point-of-sale. Cardholders using the Crosby Flex Debit Card at stores with IIAS will see an increase in the number of purchases that are approved automatically, thus reducing the need to submit evidence after the transaction has occurred and increasing their overall experience. Following the release of IRS Notice 2006-69, a number of company representatives, including debit card vendors, retailers, trade association groups and third party administrators, came together to form the IIAS Standards Group. Initially, this group worked closely with the IRS to gain transition relief (received via IRS Notice 2007-2) for the requirements set forth in IRS Notice 2006-69. In addition, they began developing a voluntary industry standard to meet the IRS requirements for implementing and maintaining an IIAS by January 1, 2008. Though retailers will still have the option of implementing their own IIAS, such as Walgreens, the IIAS Standards Group is trying to develop a more macro oriented, industry accepted standard for all Flex Debit Cards.
